    NAC has completed the institutional integrity assessment process at ANTA. Conclusion: A number of typical and specific corruption risks have been identified

    The risks of corruption identified in the activity of the National Auto Transport Agency (ANTA) can affect the process of organizing and carrying out the road transport of goods and people, as well as the activities related to road transport on the territory of the Republic of Moldova. It is the conclusion of the National Anti-corruption Centre (NAC), after completion the process of evaluating the institutional integrity regarding ANTA.

    Thus, among the problems identified in the evaluation process that can generate risks of corruption and affect the process of organizing and carrying out the road transport of goods and people, as well as the activities related to road transport on the territory of the Republic of Moldova, are as follows:

    - The discretionary use of portable video cameras during traffic control, the lack of systematic control over the use of portable video cameras by ANTA inspectors, including their discretionary use contrary to the law;

    - Insufficient monitoring and supervision by ANTA of technical inspection stations, non-use by ANTA of the information provided by the "Autotest" information system, non-conformities that generate the risk of fraudulent issuance of technical inspection reports against undue advantages, including the risk of admission to traffic of vehicles that do not meet the necessary technical standards;

    - Admission to traffic of vehicles whose lighting system is inadequate. Non-compliance with legally imposed lighting standards can generate the risk of road accidents, as a result of reduced/non-compliant visibility, endangering the life and health of traffic participants. This risk is amplified by the massive import of motor vehicles, which often do not meet the technical and ecological standards established in national legislation;

    - The lack of regulations at the national level of the activity of transporting parcels to/by people who are part of the diaspora, including a clear mechanism for regulating the activity of transporting parcels by road - a legal gap that can admit multiple manifestations of corruption when crossing the state border, as well as during traffic control by ANTA representatives.

    It should be noted that the evaluation of institutional integrity is the tool by which the NAC has identified corruption risks within public entities, with the help of analytical and practical methods, such as professional integrity testing, and formulates recommendations regarding the reduction of corruption incidents.
